188 = Low Voltage Equipment Plant, Novosibirsk - 77 = 1977 148gr LPS
21 = Mátravidéki Fémmüvek Sirok, Hungary - 84 = 1984 148gr LPS
10 = Arsenal, Kazanlak, Bulgaria - 53 = 1953
54r ammo made after '46 with a "10" headstamp is Bulgarian, if 46 and earlier "10" denotes Russian State Arsenal, location unknown and production of Russian 54r with this headstamp ceased in '46.
41 = this one has thrown me a bit, only "41" stamp I know of is for a Chinese State Arsenal and is usually found on 12.7mm ammo and the bullet looks to be a Hungarian 184gr heavy ball going by the silver/yellow tip.Positive none of the former Soviet States used "41" so I'm going with Chinese case with a Hungarian bullet......
