No never defined. It is purely subjective and decided by the judge if you appeal.
My case was a partictlar FLO manager who submitted a series of reports about me with a "spin" attached.
I took it to crown court, represented myself and proved that all his reports were not accurate.

I have a mate from New Jersey, and they can revoke your liance (among other things) not in the interests to public walfare, safety or health ! (Countary to the sheep the USA is not a fee for all )

He was clever.
Used phrases like "as a result, police were called" inferring that someone called police but left out the fact it was ME that called police.
Also claimed that a car stolen from me was staged for insurance purposes. But cleverly worded it to sound "likely" rather than fact to avoid slander etc

So, although spinning / misleading, impossible to say it was deliberate. I complained but it went nowhere.
Same man is on record as stating that anybody who needs a pistol for humane despatch must be an inherently poor shot.

Theres a good chance this is all bollox and I have some info that may go some way to prove it

A couple of days ago I had a call at my office from a northern Firearms Licensing Dept asking for me personally and if I knew this person saying they had tried calling his mobile and home phone but got no reply. The person in question is an acquaintance I'd not seen for 15 years or so, but he was coming to our offices the next day to do a presentation to our customers. I told the Police this guy was coming here the next day, but they didn't seem to know that. If they had taken the info from Facebook they would have known dates and times of his arrival, so seems they connected him with me some other way. They called him at my office the following day. Seems his SGC had expired but fortunately he had already lodged all his guns with his local RFD.
This was absolute proof that the Police have intelligence and can connect people not obviously connected and are prepared to use it. Surprising, but it sorted the problem which in this case was fairly straightforward. There is so much info out there about each of us so in some ways it would be remiss if the Police didn't use it to aid their enquiries.

Gathering intelligence about someone is a bit like performing a magic trick.
The end result usually has the recipient asking "how on earth did they do that"? and guessing at a completely wrong and very convoluted way the magician could have done the trick.
Often, there's a very simple method but people look past the obvious and like to complicate everything.
The Police are good at investigating. It's their job. They don't need a complex network of computers, data mines and sniffers. They just use instinct, experience and methodology. It really isn't rocket science and the old trusted methods of gathering intelligence will often overcome the sophisticated, technical methods of hiding information from them.
The end result usually has the recipient asking "how on earth did they do that"? and guessing at a completely wrong and very convoluted way the magician could have done the trick.

Give me a name and access to the internet and I can build up a decent profile of that person in a short time.
We would be naieve to think the Police and others dont do the same thing.
