Variation:

1) You don't have to fill other slots before adding a different slot, if the different slot is for a different calibre.
2) If you want a significant increase in rounds, such as going from 800 to 3000 rounds of .22LR, you have to specify a legitimate reason, which in most cases is NOT bulk buying to reduce cost, but bulk buying of the same batch for consistent shooting.

Renewal:

1) A vacant slot is under threat if you've had that slot at the beginning of the 5 year cycle UNLESS you can provide good reason for why you haven't been able to fill it. In my case a 9mm rifle slot which was present on day 1, was still vacant 5 years later. I was able to get a 1 year reprieve on that slot, based on difficulties I had with locating a 9mm rifle with the desired mechanism. After a further year passed where I hadn't bought it, the slot was automatically lost.

You shouldn't lose any empty slots when it's in for a variation with 3 years until renewal.

Doubtful. But it's up to your police lot. YMMV

That is unreasonable, if you have not found the right gun in 5 years how are you going to find it in a further 6 more months surely it's no skin off their nose for you to carry over a slot.
I had an open slot for a .303 at renewal, they gave me another 2 on my new cert ( that was Kent)
Make it up as they go along !.

Well they could use the same argument for not giving you an extension at all!

I had 2 empty slots at renewal time, and now with new FAC I have 6 more empty slots. As has been said, depends on your force and how they go about things.
