Last thing I'm doing at the moment Adam, is putting in my ticket for anything at the minute. Firearms dept is taking 22 weeks to do anything and I'm waiting for a little .25-20 to become available.

Did you acquire the said rifle, sir?
In 1978 I was told by my grand dad that the secret to rifle accuracy is, a quality bullet, fired down a quality barrel..... How has that changed?

Licence the individual, not the guns. The police could still hold a list of the guns you possess and you could still be obliged to inform them when you sell or buy. Simpler for everyone not having to constantly get FAC's varied. How many fantastic impulse buys have you missed out on because of bloody FACs?

...as per the New Zealand firearm permit

Lasts 5 years, you show it to buy guns and ammo within the category allowed on your licence.

That is what the Firearms Consultative Committee recommended before it was disbanded. Can't find the exact wording, but it was there.

Fifth Annual Report
5.1 a system of licensing by categories should be introduced in
which the broad categories of weapons should be prohibited weapons,
hand guns, rifles, smooth bore guns and others (paragraph 4.14);
Legislation
5.2 the Home Office set up a working group to formulate detailed
proposals on licensing by categories (paragraph 4.14);
Firearms Review
5.3 where it has been decided that an individual can possess
weapons of a certain category he should be able to possess any number
of weapons in that category up to an agreed limit which would be
based primarily on security considerations (paragraph 4.14);
Legislation
5.4 the requirement for “one-for-one” variations should be
abolished but such transactions should continue to be notified to the
police (paragraph 4.14);

5.5 where it has been decided that an individual can possess
weapons of a high category, possession of weapons of a lower
category should normally be allowed, subject to satisfactory security
(paragraph 4.15);

5.6 there should be a single certificate for all categories of weapon,
