Oh, ooman ? Why iffy ? We're using the greater mass for a reason...

What do I want ?

Caliber: .30 caliber, up to .300 Winchester Magnum rated
Material: Titanium with 360 degree fully-welded baffle core
Length: 9 inches.
Diameter: 1.5 inches.
Weight: 16 ounces

Look at the Thunderbeast Arms link. I think they have some of the best rated products and I'd pay their prices too.

Similarly, the .308 Titanium from Suppressed Armament Systems but threaded not mounted to a brake

Without active cooling, a certain degree of mass is essential if you wnat more tha a couple of shots...

What about a modular design, allowing for type and number of baffles to be changed , as well as mounting position, it could then be fine tuned by the user for noise reduction or practicality

Might make proofing a little awkward...

Yeah I suppose, forgot about that bureaucratic exercise.

Only if you see a need for them to be proofed.

From Jacksons Rifles http://jacksonrifles.com/zz-silencers/proofwarning.htm
Our recent Counsel's Opinion has confirmed that there is no requirement in law for a sound moderator to be subject to proof and we strongly advise that any British proof marks on Reflex Suppressors should be treated as potentially misleading and possibly dangerous. If in doubt as to the suitability of a Reflex Suppressor for your rifle, please refer to the technical guidance on this website or contact us directly for advice.

Proof them to the maximum bullet size, so 8,5-9,0mm for .308 and anything less such as 6,5 is fine.

Would that work if you could alter the baffle sizes too?
I've been designing a modular one for a while now and never thought about proofing, was just something I'd like to make for myself

If it's for your own use, proofing is not required (even for firearms), but then again according to Jacksons Rifles moderators are not subject to proof anyway.
