Yes as an RFD you could and you would probably find you could buy an 80% from the US without any ITAR paperwork or export license etc.. As over there they are just a piece of metal.
However as has been said there is a load of work to do on them, so time wise you are probably better off buying one made.

You also need to factor in getting the thing serial numbered and proofed as (AFAIK) all FLD's now recognise both uppers and lowers are licensable parts
