The bottom line in all of this proposed legislation is;
LAWS ONLY AFFECT LAW ABIDING PEOPLE!!

But this could be achieved with far less trouble to legitimate reloaders by making it an offence to possess powder or primers without a firearm/shotgun certificate or an exemption rather than trying to regulate possession of inert pieces of metal. Acquisition of the active parts of ammunition are already controlled so there is no need to control the inactive parts.
I find many issues to disagree with in that BASC response.
I have no children yet if my sister were to come round bringing her new baby with her I would still have to lock up my air pistol as there would now be an under 18 on the premises. I think sticking it on top of the wardrobe would be a reasonable precaution to prevent a baby accessing it.
And BASC really don't seem to understand what the black market is.

It will probably end being you can only hold the components for your allowance.. so if you're allowed x500 .303, if you have 501 .303 cases you're outside the law as you "could" make 501 rounds... :-(

I think the same as Daryll. If you don't have an FAC you can have no 'authorised' quantity of ammunition so that section is, ahem, aimed at the FAC holder. It will end up that you can have only loaded rounds and empty cases up to your hold limit so you can't make an 'unauthorised' quantity of ammunition. The responses to the survey will not change any of the Home Office plans for more restrictions on lawful shooting. Another one of the thousand cuts leading to the death of lawful firearms ownership..

Peter.

A consultation exercise is a necessary part of the legal process if one is to avoid any later challenge. How you interpret the comments, or whether you pay them any regard at all is neither here nor there. You only have to look at the way the results of the LR exercise were discounted / interpreted for evidence of that.
I am with PeterN... Why word it as it is if you have any intention to do otherwise (unless you refer to the IA of the OWA which turned into a property grab in motion). The latter was ripe for JR... should anyone have had sufficient funds at that time.
I suspect that this is why the HO chose to play legislation v "especially dangerous". One is open to challenge and the other is the will of parliament.
If this comes to pass then I will be immediately required to seek significant increases in allowances. Like many, I buy my bullets by the 1000 in a number of calibres and have a reasonable stock in reserve just to avoid any issue with availability / price gouging etc. let alone a need to obtain consistency.
I just wonder how Dan the Man will ever cope with all the brass that he magpies!
One cut at a time... One facet of the sport at a time (slow enough to avoid any gathering of dissent)! And everything written here will be followed with interest by those in hallowed halls.

I believe that the use of 'unauthorised quantity' means that it is specifically aimed at FAC holders as we are the only people who are 'authorised' to hold any quantity of ammo otherwise it just needed to be 'possession with intent to manufacture without authority'. Also 'intent' is notoriously very hard to prove.
I suggested 'possession of component parts without good reason' would be a more sensible approach.

The NRA advice I feel is more comprehensive (at the risk of the usual slagging to NRA!)
https://nra.org.uk/home-office-public-c ... -guidance/
the one on miniature rifle ranges if its responded as any FAC holder rather than a specific FAC, which is in effect turning air rifle clubs into HO approved clubs then it would work. Its a shame but the likes of Full Metal Jacket ranges have put an allowance used by Scouts & Unis & Schools for positive shooting in jeopardy.
the BASC advice on reloading is rubbish, they miss the point, or are only interested in their own members generally low ammo usage view?
My club recycles 1000s cases every year to be commercially reloaded & be reused, we have ammo that is as good as new GGG/RWS/PPU but at less cost for members & uni members to use.

Was thinking the same myself, I don't think a variation for my quantity would go down well. I was hoping the "intent" part would cover us lot but either way it's an unwanted change to the law with the potential to also put law abiding inert collectors etc in trouble.

Usual slagging takes place when warranted.
