Using two different micrometers, the cup diameter measures .2114”, and .120” cup height.
That’s about a thou bigger in both dimensions than the CCI primers I have.
I have tried them in other brass and they are tight but not as tight as in the Starline brass.
I suspect a tight primer pocket in the Starline is the major part of the problem as the CCI primers are also tight, but not as tight as the HK.

The diameter exactly matches the mean diameter I measured for Ginex Large Rifle (Ginex were the largest primer diameter by about 0.0005" out of what I had to hand - Ginex, Murom, CCI200 and Fed 210M). However, the average overall cup depth I measured for Ginex was 0.1264", in fact the smallest individual primer I measured out of all the types (10 of each) was 0.1240".
