Unlike most treaties, the Treaty of the European Union ("TEU") is binding on Member States, even the dualist ones such as the UK. Part of the TEU deals with Directives, Regulations, and public enforcement.
Member States officially must enact Directives into national law, in a way that satisfies the objectives of the Directive ("indirectly effective"), by the date of the deadline. That's the purpose of Directives. After that they are subject to public enforcement action by the EU (which can run into tens of millions per day of delinquency) and private enforcement via Francovich claims (don't try this at home). Until implemented in domestic law, the local Courts must ignore the Directive if before the deadline. After the deadline, if not implemented adequately then domestic courts may interpret the Directive as if it were a kind of domestic law.
It's quite common for Member States to be delinquent, and quite common for them to be fined. If the problem goes on for many years then the EU may switch over to plan B and enact a Regulation, which takes effect exactly as drafted in all Member States ("directly effective") without the local legislature having any say by way of local drafting.
This answer is necessarily brief and glosses over whole areas of law.

From what I've read on Vicky Ford's page the compromise involves grandfathering magazines already owned and being required to show a FAC to purchase new mags over ten rounds. All we can hope is that the government will not wish to incur the wrath of the leavers by introducing EU law during the exit negotiations.
