Yes, you'd think so, however the key words are 'may' and 'expected', it is not 'must'.
Shoot once a year and the club doesn't have to inform on you, come renewal and you only have 5 range days to your record you'll be asked if you really want those firearms.

If for whatever reason you couldn't use one or more of your firearms for a year or more of for '3 time a year' as long as you have a reasonable excuse then all will be fine. If you just want to own for the sake of owning you'll be gun-less in quick time, or get a collector's ticket and be done with it.

There is no such thing as a collectors ticket, firearms can be held on an FAC with conditions that define their purpose to be held as part of a collection and whatever else has been agreed in regards its/their possession.

That is what I mean, get a collector condition (held as part of a collection) on your FAC and then you don't have to fire them regularly.

I know at my club there are quite a few people with, shall we say, large collections! They would struggle to shoot them all 3 times a year, would almost turn into a full time job shooting, cleaning, reloading, driving back and forth...
