HSE say that the regulations say that they don't need to be stored in a wooden box, but it is a good idea:
"Smokeless powder
As noted above, in the case of HT3 smokeless powder the regulations do not require
that the powder is stored in a wooden box. However, storage in a a wooden box (or
cupboard or cabinet) is a sensible precaution. "

That letter was written 9 years before the regs introduced the box requirement (2014). I can't see that it overrules subsequent changes to the regs ad infinitum.

How so?

ah, perhaps if the outside edge of your explosives store building is more than 11 meters from the outside edge of the building containing your loading facility, such that you meet the separation requirements (and therefore don't need to qualify for the conditions for disapplication of separation requirements, i.e. the box requirement). Is that the scenario you mean?

No, nothing to do with location...

The Guidance to the Regulations actually state it is so. Whether Rule, Regulation, Primary Legislation, Statutory Instrument and the subsequent guidance on such, the words “should and must” convey the intent of the clause. “Should” is ultimately discretionary and “Must” is an obligation.

All through the guidance on shooters powders storage it states how powder should be stored. Only right at the end, with reference to a metal box a the word “must” used.

So in short, should you store shooters powders in a box, it tells you how you should do it. If you do choose to use a box as illustrated, you must not store that in a metal box or you must not used metal ammo boxes.

The guidance does not state that you must store your powder in a box as described. (Which in itself is an anomaly of what the regulations state elsewhere!)
