While you are correct in general on borrowing a club gun on club business, the example you quote is one of the difficult areas. If a club member is going to shoot in an open competition as an individual, it is arguable that he is not "enagaged as a member of the club". There are administrative ways around this; to get round this point the NRA makes everyone entering an NRA Open competition who isn't already a member a temporary member of the NRA, which also makes every competitor subject to NRA rules and insured under the NRA.
