As Spud mentioned, Barnard is a good example of a heavy and solid and most importantly tested action. It works.
The Savage action with Accutrigger just works.

It is worth having a look at the INCH action (no, I am not mentioning that for what people may think is the reason) The 22mm bolt is massive. The competition results speak for themselves.
Also check out the coming Model 59 Delta, I say that because it is the most impressive action I have ever held in my hand. Massive is an understatement, inside a 22mm 3 lug design and on the outside it is a Rem700 clone and with a CG trigger thrown in for good measure.

If I was to buy a custom rifle I would not buy a ready made one, I would make sure I got the best for my money, read "what I want for my money". Because what I want may not be what the next person wants or thinks is the best. Another thing to consider, build it for you. No one else. Selling a custom rifle is not always easy so you might as well get what you want in the first place:)

CG INCH....if you want to swap barrels that is the kiddie. A barrel can be spun off and on with a CG INCH by hand because the barrel tenon has two registers instead of the more normal one and the thread is merely used to hold it in place.

No tools. Fred on this forum is the one to ask, he showed me how it works and it is impressive to watch.

Like I said, consider the methods of changing barrel, first, then look at the actions available! ;)

We've also read this http://www.6mmbr.com/actions.html , which seems to suggest our basic idea is sound and quite achievable with the INCH action recommended by Christel. The only fly in the ointment we can see is that the INCH seems to be a single shot action and we were hoping for something magazine fed...

Magazine fed does not work for me, I concentrate best with single feed. That is a mind set though.
