FAC's used to run for three years, then they put the price up and added the term to five years. The two year quiet period is the overlap where only relatively new FAC holders are having their renewals. The old guard will always be in the busy three year cycle.

If me and a thousand mates decide we are going to apply for FAC's on 1st of Jan 2000,
Police scotland have to sort out 1000 FACs 2000 - 2003.
Anyone late to the party 2003 - 2005 will catch the department when they're not busy, as they won't be dealing with the admin cycle/burdon of me and my thousand mates.

My example wasn't very good.
Everyone that had an FAC/SGC from the late 60's to the early 2000's will have their renewal over the same 3 years, as historically that's where their period of validity was placed.
Anyone that applied for an FAC from the early 2000's onwards will have a two in five chance of applying during one of the quiet years when the licences were extended, and the long standing licence holders aren't having renewals.
The upshot is, the department are able to deal with your requests more quickly as their workload is less.

Just found out today, that as of last week....spare shotgun barrels are not listed on SGCs
Only found out as may be posting a couple of them darn'safr to a buyer & had to phone to check the procedure (with them being listed on my SGC)
