Licence the individual, not the guns. The police could still hold a list of the guns you possess and you could still be obliged to inform them when you sell or buy. Simpler for everyone not having to constantly get FAC's varied. How many fantastic impulse buys have you missed out on because of bloody FACs?

That is what the Firearms Consultative Committee recommended before it was disbanded. 5.1 a system of licensing by categories should be introduced in
which the broad categories of weapons should be prohibited weapons,
hand guns, rifles, smooth bore guns and others (paragraph 4.14);
