Steel cased? I wouldn't bother. They'll be hard wearing on your dies if you do try to size them. For a straight pull rifle, it's good practice to full length size cases to avoid feeding issues and to ensure the bolt goes into battery correctly. I wonder how much force is required to full length size steel cases...
Snayper raises another good point. If the 7.62x39 cases are berdan primed I would just chuck the cases. Reloading steel, berdan primed cases doesn't sound like my idea of fun.

If your reloading brass then this is all you need, got this set works a treat don't forget to lube the cases. No need to crimp...

If they are unfired then all you will need is a seating die.

I thought you meant you were reloading fired steel cases, and using new Berdan primers, hence why I asked where you were getting primers from.
I neck size already primed 54r steel cases with my Lee Loader but not sure if they are available in 7.62x39 and not sure how a full length sizing die would fair with steel especially if they are laquered cases, whether that would make any difference I don't know.

Buy the Lee die set it comes with two different sized expanders .308 and .311. Some 7.62x39 barrels are .308 and some are .311.
Mine is .311.
I reload 7.62x39 it is straight forward enough. I also shoot reduced load cast boolits in it for 25 yards indoor shooting. You can reload steel cases but I would recommend you buy brass cases.

Which ones are .308"?......If it's a Russian Saiga, a Romanian AKM or Bulgarian it will .311"
I know that Molot/Vepr and Saiga rifles are available chambered in .308/7.62x51 but I can't think of a 7.62x39 AK variant with a .308 barrel
