I would suggest it would depend on how much is machined in terms of threading or pin holes and what the police wanted to suggest were your intentions with it if it went to court.
In America you can buy '80%' lowers with no registration and no FFL involvement, but in this country and its view towards firearms I would think they could try and suggest 'intent to manufacture' or similar....?

In theory yes but from whom would you buy it? It may be legal to import but almost all US suppliers are so wary of the ITAR regulations and possibilities of being prosecuted they won't export anything firearms related these days.

It would be easier to import a complete lower from Europe or pick one up in the UK.
If you're going to the trouble of machining a completely un-touched forging then you might as well machine the complete thing from a billet.

Unless you're thinking about making a couple of hundred a month, then a machined forging is the way forward....
