Smokless Powder box???!!!

I am hearing from a number of shooters that a wooden box is now being asked for smokeless powder storage. Surrey appear to have a tickbox on their FAC form "Are you reloading" which seems to be prompting a request for wooden powder storage box. Even though they are not issuing Explosives licence for Black Powder. They appear to be pointing shooters to Explosives HSE advice. As I understand it while the HSE advice does not secify smokeless or not it is for Blackpowder storage.

Some shooters I have talked to are new and dont want to rock the boat with their FAO so just accept request to get a box.

Have the rules changed?
Is there a clear statement/document can be referenced?
If we start to accept stuff like this it will become the law?!?!

What are others finding?

Apparently the use of the word 'should' in the phrase 'The powder should be kept in...' means it is discretionary.
