It looks like a mini eclan with a holographic sight on top. I have noticed troops recently with various different optics on their rifles from Aimpoints, ACOGS, Eclan Spectres and some Trijicon Holographic sights, there doesn't seem to currently be one set standard sight. Anyone have any ideas why there's a proliferation of different sights?

It's the new Elcan Specter x4 sight with the Docter red-dot mounted on top.
This is the official replacement for the SUSAT sight under the FIST program. Although many units used the ACOG/Docter combination over several years purchased under UOR terms, the Elcan Specter is the official replacement.

Strictly speaking only Eotech sights are holographic, everything else is a reflex of some sort. I assume Eotech/L3 have a patent that isn't expiring any time soon?

The Elcan will be issued along the same lines as the SUSAT was, first line teeth arms units.
Fall out of that is that the SUSAT's will now go to units who previously had iron sights

Agreed, I used one (1-4x version) several times a couple of years ago in Luxembourg on a friends HK416 (yes, they're allowed things like that), I really got on well with it.
