you can build your own Howa, for quite a bit less than the LRV combo's I've seen online (look at Boyds stocks £130-140 delivered ) , I am a great fan of Howas but know nothing about CZ's other than the good things I have read online, find a shop with them in stock and have a fondle, save some money for the glass, if you are thinking of stalking or foxing as well as target then you will find something that transmits light well will cost! a variable will cost even more and will weigh more than a fixed.

I've recently taken delivery of a CZ 550 varmint laminate. It has a heavy 26" barrel so possibly not what you are looking for but I'm very happy with the purchase.

I have shot a club member's Howa, and while it is a nice gun, the CZ just feels much better put together to me (more solid somehow).

I'm not sure what the Howa availability is like but for my CZ, it needed to be ordered from CZ via Edgar Brothers via LGS. Order was placed late January with 8-10 week lead time. The gun didn't arrive until end of June - 22 weeks all told. I love the gun now I have it but if I'd known it would take so long, I'm not sure if have gone that route.

Hope that helps a little,

AlieN

Bren guns and some of the best EW equipment in the world comes from the Czech Republic. Can't go far wrong with a CZ...

Howa and CZ both good reasonable priced rifles so why not buy one of each and if you later decide that you like one more than the other you can change at a later date.
As regards scopes you will want something different for target shooting to a good stalking scope so it will probably have to be a bit of a compromise especially if you only have a total of £3,000 available to buy two rifles and two scopes. Again you will probably upgrade at a later date when you decide exactly where your shooting preferences lie, that is target or field.

A Meopta scope would complement a CZ nicely...

Don't even think about buying a CZ, especially the 527 unless you've tried the stock for size. Excellent value guns but their stocks can come up short. I stupidly bought a 527 without trying it and then had to replace the beautiful stock with an ugly laminate one which was longer.
