From what I read, the so called bill of rights is all about guaranteeing the rights of parliament and the landowners who are eligible to stand for it , not about rights of the citizens .

Not it's not, if you read the preamble it states about the subjects rights ! The few clauses that is for mps is the article protecting freedom of speech in parliament !
