I'd imagine they're registered with the police as guest days and any non-cert holder has to be accompanied by a full member of the club. That's how my indoor club does it anyway

You can also apply for a Section 27 (I think, don't quote me) from the Home Office, where non FAC holders and non members can rock up and shoot with supervision.

The club secretary must notify each guest day to the police firearms licensing department of the area in which the guest day is to take place at least 48 hours in advance; (see notes 1 & 13)
