Aye, but the question is:
Would a new barrel (not chrome lined, heavier profile maybe and tighter chamber) guarantee sub 2 MOA - and what's the likely cost?
Accuracy -wise, no idea.
Cost-wise, from what I've read, a bespoke barrel is going to start around £700 minimum plus fitting - whereas a factory barrel (if we could find one) is unlikely to change anything.

If you are looking for accuracy ( ie sub 1.5 moa ) you are starting with the wrong platform.

I think you started from the wrong end...there is PROBABLY no chance for this barrel to spit out 10K rounds,yet...so,I will suggest to start with some measurements-barrel,twist and head space AND try to make some reloads.
Sub 2moa???-more like 2.5-3....it can be done with 7.62x39 so in .223 too.But ask Oleg from rusmilitary.com first how his Bulgarian Arsenals .223 are shooting...

If you are prepared to fork out £700 to rebarrel a AK you would be better of spending the £700 on some thing that is capable of the accuracy you are looking for.

Put the 700 quid towards a SVD - more accuracy whilst keeping it Russian.

Out of interest do you shoot factory ammo or do you hand load for it. You could probably see an improvement if you custom built the ammo for it. You could even try cast bullets I shoot cast bullets in my Australian International Arms (AIA) rifle in 7.62x39 with good results. All though I rarely shoot it past 100 yards.

Rebarreling a gun like an AK is a silly idea, the "Sources" who told the OP that he was going to get 1.5MOA out of it were having a laugh!
Looking back at the original post he even states it gets worse when he is using lighter bullets. My guess it has a 1 in 7 twist something he needs to check out, if that is the case then he needs to be looking at 69 to 75gr bullets. He can spend time reloading the perfect pill but frankly this is not the platform where you will see much benefit from that. He is best off bulk buying some Steel case or GGG 5.56 and accept it is not a bench rest rifle. I think it is worthwhile eliminating some variables, trigger control, put it on a bean bag at a gallery range so he can spend time with some different ammo and see what works best.
Just going from my own experience owning a similar straight pull the whole process of cocking it with the gusto required to get a spent case out of the chamber will knock the rifle off the target.
£700 will go someway towards buying something that will offer more accuracy.

Oakrise got me excited for a while when he popped a straightpull variant from LuxDef on his website but then he pulled it
