Brian, there is no specific legislation around LBR/LBP. Everything that is written around them comes from HO guidance. At the time of there inception, at the beginning of the century, the firearms working group had a hissy fit. Snowdrop campaign and GCN figured heavily in those days. They attempted to have the items declared "especially dangerous" and so effectively banned, despite conforming to the letter of the law.
They weren't banned, however, when variations were first issued for LBRs, it was under the proviso that the Home Sec. could, if so desired, ban LBRs, there were no LBP then, without resorting to parliament and no compensation would be paid.
The double whammy played by the Home Office was that they would not approve the gun type fir Home Office approved clubs so would not benefit from exemption or club FACs. LBRs were declared very much a loop hole and the HO did not want this encouraged.
All of this will be in their minutes at the time.
And yes, permanently attach a stock to a LBR, it becomes a rifle. Likewise, take the stock of a carbine, it can become a LBR/LBP, a la Browning Buckmark and some Alfa Proj carbines.

In 1978 I was told by my grand dad that the secret to rifle accuracy is, a quality bullet, fired down a quality barrel..... How has that changed?

that be cant right surly, (unless the originally manufactory makes the modification) i thought once it is classed legally at the proof house or by the homeoffice, the original status never changes ? as per R vs Wells 2010

Secondly, take a Browning Buckmark carbine, chop the barrel to 12 inches and cut off the stock, then weld a rod on the back. Still hold or transfer on a ".22 Rifle" slot on a FAC?
What about a proof marked Hatsan Escort, 2 shot magazine, held on SGC. Change the mag tube for an uncrimped one now holding 5 shots, can you still hold that shotgun on your SGC because of the original proof or classification?

Does the shotgun classification you use only not work due to the legal status of a short shotgun? As it basically turns it non sgc. The legal barrel length of a rifle is 12" oal 24". Where in that does it say you must have a stock?Sim G wrote:RvWells was not binding.

Not quite with you Stuart. 12 and 24 doesn't apply to a s1 semi and pump. Of course there is nothing to stipulate a stock needs to be attached to a rifle, but you'd be hard pushed to get a conventional rifle with 12/24 without a stock!

Yes there is, despite the use of "short firearm" to effectively ban handguns with the '97 Act. s57 of the '68 Act stipulates that terms will be construed accordingly, so "registered" means registered et al. On top of which, the '88 Act inserted in s57(4) of the Principal Act that "rifle also means carbine".
There is probably close to 40 pieces of legislation that involve and define firearms and uses and they don't all fall under the primary legislation or amendmendment acts.
