There is no such thing as an "open" or "closed" ticket in law.

There are however various proscribed conditions that can be added to certificates and the geographical conditions are an example of these.

On first grants for vermin shooting it is usual ( though by no means absolute ) to have the piece of ground that you and the FEO presumably walked listed on your ticket as the only place the firearms to which it relates to be used. The idea is that an inexperienced shot would be be safest sticking to the known and "signed off".

This then progresses to "land that the chief constable...etc" as a means of limiting the use of firearms by the relatively inexperienced to those places known to be safe.

The final step involves the removal of the geographical condition completely and is appropriate when the shot is safe enough to know where and when to shoot.

A cynic might take the view that enough land clearance requests sent in a steady stream to the FEO might show that the new shooter has gathered lots of experience in a short space of time, as evidenced by the requests from people for him to shoot their land, and might consider removing the geographical restriction sooner than is perhaps customary.
