Interesting that the charity commissioners do not see supporting civilian target shooting, as furthering the NRA's charitable aims. It is also unclear to me from the documentation as to whether this was the commissioners view in a letter to the NRA in 1998 which evidently the Trustees had not seen or were aware of!

So if supporting civilian shooting is not seen as a function of the NRA what will be the organisations relevance to legal gunowners and shooters?

Late to the party here but my interpretation of that section of the report is the Charity Commission is voicing concern about the Elephant in the room here which is the founding principle of the NRA "for the promotion of marksmanship in the interests of Defence of the Realm and to provide a pool of people skilled people that can act as a military reserve (sic)" bares no relation to the reality of what the organisation is doing now which is to largely support Civilian target shooting. They even make it clear that the link between the stated reason for Charitable status is tenuous in relation to the Military and Civilian target shooting.

It is pretty clear to me that the charter reason for the NRA's existence needs updating! Something like this would make far more sense and tick out the minority quota boxes at the Charity Commission;

"for the promotion of marksmanship in the interests of Defence of the Realm and to support Civilian Target shooting as a diverse and inclusive national sport"

That wording still includes the founding principle and connection with the military which is important but also takes account of the Civilian nature of their operations and gives a reason beyond for existence which is ensuring at a national level the NRA is supporting Civilian target shooting and looking to bring people into the sport. The Charity Commission will love wording about 'Diversity' and 'Inclusion', it also has a benefit for those of us outside of the Bisley bubble as it would force the NRA to benchmark against how they support the sport nationally!
