"My FEO told me in my interview that you can't share firearms anyway, even at a HOA club. I was very surprised by this to be honest and have since been told by many that its not true. She wasn't the type of FEO who made up their own rules either. She seemed very fair in most things which leads me to believe it was a genuine misunderstanding. If an FEO can misunderstand the rules on it then can't really blame someone for asking here for clarification!"

As others have already pointed out she is mistaken in normal circumstances.
She is however correct at the moment because of Covid. Firearms should only be shared between individual bubbles or family groups or whatever the current term used is. So if the original poster and his fledgling club are all individual members of the NRA do get to Bisley they wouldn't be able to share guns anyway.

Outside of current COVID restrictions, I would hazard a guess that the FEO may have had crossed wires on sharing a firearm (as in using another persons one at a Club or elsewhere as opposed to joint "ownership"). To my understanding this can be done with the only exception being in the case of Section 1 Shotguns and LPB/LBR's.

Using club, or trying someone else’s gun, as a member of a Home Office Approved club, is due to the exemption of requiring a firearm certificate when engaged in target shooting. S1 shotguns and LBR/LBP, as with Long Range Pistols, are not included in the scope of Home Office approval. S15 of the Firearms Amendment Act 1988, provides the exemption and the Home Office pamphlet provides the scope of approval.
In 1978 I was told by my grand dad that the secret to rifle accuracy is, a quality bullet, fired down a quality barrel..... How has that changed?

Even well educated, club members (Professional people, legal/police) do not always interpret the actual firearms law properly.

For example, several years ago, in one club doing target shotgun comps, it was thought by the organizers that it was ok to share sect 1 shotguns between members so long as you had this category listed on your own FAC. I was convinced that they were wrong so asked the NRA Instructors when I did my RCO course. They confirmed that you are only allowed to use the particular gun/s listed by serial on your own FAC.

And I got shot down in flames by the way. I don't give advice on anything home office related or anything to do with firearms legislation unless you are a member of one of my home office approved clubs that are affiliated to the NRA.
I provide all my members with up to date copies of the said regulations. I suggest your club secretaries should be doing the same. I have no complaints from any of my members the clubs I am involved with shoot seven days a week both indoor and outdoor and twice a month on MOD ranges. The combined membership of the clubs I am Club Secretary of or involved with exceeds 170 members.
Up to now, I have had zero complaints from any of my members on how I run things. I have been doing this for over 30 years.
