I agree. I will ask that as part of my question to the NSC/NRA. I imagine it is because Chobham Ridge comes with a 'supervisor' who observes the confirmatory shot at 200. It might also be so expensive as it is a separate facility. That's why I'm wondering if 'just hanging some gongs' on Stickledown might make it cheaper for the shooters.
