Yes, but as I understand it the level of evaluation could be experience and observed by the chairman, then documented and to the NRA for the card.

As long as it can be justified by the person/club signing off then that is sufficient.

Some clubs may have assumed that just because a member had a slot for a particular firearm they were competent with it. I have seen one or two club member with many years, decades even, of experience demonstrate very poor handling or safety awareness, when pulled up on it "I've done it like that for years and no accidents".

My club did reassess all its members last year for the type of firearms they use at our club.
As we are an NRA affiliated club and we use Bisley a lot it fell in line with ssc .
Every one did it including rco/rso.
Nothing onerous. Come to the firing point unbag, show clear,load and make ready.
Fire 10 rounds at a target and achieve a minimum group size. Unload show clear re bag.
Answer a few questions such as what to do if stopstopstop is called etc.
Targets witnessed and signed by both parties and stored for reference.
The NRA centralising the ssc issue is not an easy undertaking for them.
They are doing this at the same time as membership renewals.
Presumably the NRA are ultimately liable for the actions of ssc holders on mod ranges and wish to have greater control.
I can live with that.

What sort of time frame has it taken for them to arrive from club submitting information?

Recieved ours last week. When I applied for them they said they would be sent out in December. Its December.

My SCC arrived two months ago on the back of my RCO qualification.

I understand that the NRA has since had some problems with the printing process which may explain the delays. They are also training new staff.

Our club members' cards arrived last week.

I submitted the information they required for the cards a couple of month ago. I renewed our affiliation and club insurance and paid for the cards at the begining of December and they arrived the following week.
