Can this cartridge be used in current gallery rifle comps ?

What do the NRA rules on Gallery Rifle say?

This cartridge meets velocity / muzzle energy limits , but is it excluded as a downloaded centre fire cartridge as it's based around a 223 ?

I don't agree as it is a stand alone cartridge in its own right!

Maybe , that's the question though , as far as I can see the rules don't appear specific .

If the rules are not specific then they do not obviate the use of the round.
