For historical re-enactors - yes. Trouble is its difficult to get to them these days as you can't sell stuff like that on Facebook any more. Try http://www.wwiireenacting.co.uk/

Not really, only to a collector perhaps if they were special, but they sound like they are quite common ones.

You could send 450 Martini a message as he is into Historical Reenactment, and may know someone that would want blanks.

Yes there is a pretty big market for blank in the UK, I go through about 2000 rounds per year in various calibres at re-enactments demonstrations and film jobs.
