Every club can hold a club league or tournament to justify good reason. My work's club does for full bore TR without most the club even realising! The secretary takes all of the fullbore shoot results and at the end of the years presents the trophy to the winner.

I've been running mini rifle once a month for about 7-8 months now too, it's informal but it is competing.

I've even got stuff in the club folder for other mini competitions like a timed fly shoot where people can take a target at any normal shoot and put their results on a list. It's only a bit of fun but it's still competing!
