That Christel is simple!

Issuing of SCC cards are a revenue stream for Bisley Shooting Club (UK-NRA)!

Each card issued is a payment to the NRA for ironically very little work done by them!

They are quite keen to invent new revenue streams, for example when the MOD quibbled about the length of the NRA RCO course vs the Military one and the solution that Bisley came up with? ... Invent the RSO position which requires its own separate course prior to doing the RCO course = A new revenue stream!

They have always only been valid for a year and you have always had to pay for them unless you are a full NRA member.
What I find strange is I am a member of more than one Club that shoot on MOD ranges I have been issued with a safe shooters card from each club. If the new card is issued to me direct from the NRA why do I need multiple cards.

From my understanding, existing RCOs don't have to go through all the new crap.
