If that is a hard and fast limit, it's a consequence of a simplified reading of the Firearms Security Handbook, as regards the "larger number" of firearms that should lead to a requirement for Level 2 or Level 3 security. If it's not hard and fast, it's just a selective, but not inaccurate, quote from the handbook.
My FEO (Sussex/Surrey) said that 12 was a triggering point (excuse the pun) to look at it more closely and consider if ramped up security is necessary. I guess it depends on how many FAC holders they have with lots of guns. If they have a lot then they may not have time to investigate each case individually so decide to make it a hard limit. I am guessing here but it would make sense.
