My FEO (Sussex/Surrey) said that 12 was a triggering point (excuse the pun) to look at it more closely and consider if ramped up security is necessary. I guess it depends on how many FAC holders they have with lots of guns. If they have a lot then they may not have time to investigate each case individually so decide to make it a hard limit.
